An aging and declining population needs to both get more out of the people who are already there, but also foster immigration. :-) One group of people worth bribing are the leaders and major commiters (if any exist) for the Ruby, Python and Perl Tk bindings. Having them on board would play huge dividends. Bringing them to the conference, or a special meeting specifically about Tk, and picking up the entire tab would be a very good use of cash (thanks to Mark Roseman for this idea).

It would also be good to have a register of skills available, and people with needs. And a means for people to sponsor specific projects - not everyone in the community can work for dollars, and a non-financial means of providing incentive might work well (for example, SteveR supplied one community member with a number of books as an incentive).
